a wound that won't seem to go away

i'm 32 now and i had this corn like bump on my leg when i was 15 or 16 and i kept picking on it trying to take it out. it keeps coming back. about 6 years ago, i think i might have infected the surrounding skin and for a while now it would itch and i would scratch until it bled. every time it's dried up it's hella itchy. i've been to lots of doctors and have been told to put certain ointments, even took medicine orally for it but it just doesn't go away. it is now about 1.5 inches in diameter and it's almost black. anyone seen anything like it or have any idea how to take care of it? i've tried washing it with betadine wash that we have here in the philippines when it's itchy. so far the only thing that has worked good on it is a chinese ointment that stops the itching. i've also tried this oil on it that made it flat. but it feels damaged on the inside although the outside looks like it's healing. or could it just be taking alot of time to fully heal because it's been here all this time? it really bothers me coz it's the only ugly thing about my leg/s... it's dark, looks puffy and sometimes look wrinkly... please help. thanks!
