Who controls the certification of scrub techs?

I have a couple of questions regarding scrub techs. I work in OB, we have one "scrub tech" that scrubs only for c-sections, she is not a CST, she has never attended classes to become such, but the director of the OR told us that anyone can be trained to scrub and they do not need to be certified. There seems to be some disagreement about this in our department. Do you know if scrub techs need to have formal training. Or, do you know where I can find out??????

Sorry, but I'm a bit confused. I thought RNFA's and Surgical First Assistants were the same but it's starting to sound from the previous posts that they aren't. All the scrub techs and CSTs I know went to scrub school(12 mos or longer program). Becoming certified is an option but some facitilites in where I live prefer certification. Could someone please explain to me, I haven't been working in the O.R that long.
