Just be prepared that you may not fit all of your criteria. You may find that you will only be able to satisfy two out of the three, or maybe only one out of the three at this point in time.
OHSU has a combined accelerated bachelors to MSN Nurse-Midwifery option, unfortunately you just missed the deadline as applications needed to be submitted by Dec.1. Their deadline for the accelerated bachelors alone (no guaranteed spot in MSN program, but you can still apply for MSN after starting the ASBN program) is Jan. 5.
OHSU is a well regarded program (particularly in midwifery) and you pay instate tuition as an Oregon resident. I'm not sure you'll find something closer to your wants than that.

Hi all, I'm new here... I've been spending way too much time lately trying to find schools that fit my criteria, so I thought I'd ask you guys- who already know!
I'm just finishing my BS (18 years later!) and want to go to a school that offers an accelerated second bachelors' of nursing. Here's the caveat- in an ideal world it would be a school that
a.) Is still accepting applications for Fall of 2015 (or sometime after Spring term of this year)
b.) Doesn't cost an arm and a leg (I'm an Oregon resident, couldn't find any WUE schools) and
c.) has an option for a MSN in Nurse Midwifery or as a Family Nurse Midwife.
It doesn't really matter where it is. Short-term pain, long-term gain!
