I will be graduating with my BSN in December. I'm curious when I should start applying. Some people I talk to applied early and had jobs set up and others waited until they graduated and took the NCLEX. I go to school in upstate NY and plan on applying in NY, PA, and NJ. Any new grads have experience in applying in any of these three states??

It's really whatever you prefer. I went to school in NYC and waited until after I passed my boards before applying. You can either begin applying before you graduate or wait. Don't let the fact that other people are applying early make you think you have to- do what's best for you. You may want to take a little time to study, and not want to worry about job hunting. You'll be stressed out from taking the boards anyways, and I know that I appreciated the time to take the boards without worrying whether I was going to lose my job, or when my start date would be, etc. Do what you feel is right for you. Don't let anyone else tell you what you should do. Good luck!
