What is so bad about LA county hospitals compared to others in the area?

Not really looking for information on the ERs, just the floors

All CA hospitals are covered under the ratio laws, so you are limited to the number of patients that you can be assigned per shift.

However, you are also limited in supplies many times, as well as the patients having multiple problems that need to be addressed, so the care can be more demanding than some can handle.

Some love workng in County facilities in any state, and there are those that hate it.

CA at least has the ratio laws in effect.
