What does under review in enforcement division mean

Does this mean I have passed the NCLEX portion since it is under review? I've called the board over and over they continue to tell me to wait for results in the mail it has been almost 1 month and no results yet. I read somewhere u must meet all criteria including passing nclex before your file can be reviewed under the enforcement division but I'm not sure how true this is. Please help so I can have some peace of mind. I asked how long shall I wait veggie calling back they stayed there is absolutely no time frame

If you have been waiting for a month for results that they say have been posted to you I would ring back and talk to them again
