What does "Approved by Legal" status mean?

I recently finished LPN school and passed the NCLEX and when I go to the Kansas BON I see my license status as pending.

Then when I click to view details it states:

Completed Application Completed May/24/11

License Fee Completed May/25/11

Fingerprint Fee Completed May/25/11

Approved by Legal Unchecked

Transcript from school of nursing Completed Jun/22/11

Passed NCLEX Completed Jun/22/11

Why is the "Approved by Legal" unchecked? I do have a past conviction, not a DUI/drug related/ or violence related felony and it was 12 years ago when I was 17 years old. I did disclose everything to them and sent them all the paperwork and a letter, etc... does this imply I am going to be denied or that they are simply still conducting an ivestigation?

Please help...I have spent a lot of money and time going to school, getting good grades, and passing my NCLEX.
