One of the schools that I'm looking at, mainly only looks at your curricular GPA. Does this mean that they only care about your grades in your pre-reqs?

Yes, English, Math, Science, Social Studies, and others of that nature are considered core classes, along with Foreign Language I believe, as the total Curricular GPA, if I remember correctly. A Cumulative GPA is all of the courses you've taken combined, including the core classes. With that being said, I do believe that it does mean that institution is solely focused on your pre-req GPA.
