I don't want to be pushy but the nurse manager told me after my 2nd interview that I would hear from her a week ago... its been 2 weeks now. I've called HR each week and he now says that the unit is looking over their budget and that I would hear back from them this week.
I don't know what to expect. I feel like they can't say NO to me so they are giving me the run-around. Am I'm wrong about this?

Call the NUM and ask them directly what is happening. It shows you are keen and stops you wondering. I had problems with HR recently and they don't always know what is happening.

I've called the nurse manager and have always reached her voice mails. I left messages but heard absolutely nothing from her. I can take the "No, we found a more qualify candidate" but I can't take the silence.

If you haven't already done so, resume the job search. Yes, it may be taking longer than they said for them to make a decision...or maybe they took the coward's way out and didn't bother to call/write to tell you No. Only they know. But as of now you don't have a job and waiting for this one isn't going to help you get one.
Remember that no matter how promising an interview is or how many times you are told "we'll let you know shortly," don't stop the job hunt until you have an official job offer in hand. Also, resuming the job search will take your mind off of the waiting.

the same EXACT thing happened to me...after about a month I just stopped calling and assumed that I didnt get the job even though they said that they would inform me either way.
