Water intake for 90 year old

My 90 year old mother, gets around with walker, has diabetis, high blood pressure, pace maker (arythmmia) athritis etc. She was recently hospitalized with blood pressure so high it wouldn't register, finally getting it down to 200/140 after 2 days, also sugar was extremely high. Had fluid around heart and an UT infection. Hospitalized almost a week, during which time pacemaker was replaced because of the batteries.

She told me her doctor told her not to drink water so she wouldn't accumulate fluid again. Told her to ask 1 of the dozen other doctors about it, of course she won't. Doctor wanted her in nursing home for few weeks, she didn't want to go, told them to have male doctor go in and say this is what I want you to do... also she would self medicate, eat ice cream, take insulin shot, reduce her pill dosage because she knows more then doctors, PT.. goes 1 day and had enough. So she is now in assisted living center for a few weeks, she won't like it because they don't wait on her hand and foot. But she told me they don't give her water because she isn't supposed to have it. All my searching on internet came up the same, she needs water. Would a doctor tell her this? I may be wrong about it, but can't find anything to prove what she says.Her blood pressure and sugar are more normal now. Thanks for helping, Lynda
