Any one has experience dealing with this staffing agency?

All I know is that this agency tries to lure Filipino nurses to apply to their agency by promising the nurses that theywill help them get their california license. They said that they can do this by getting them a TIN number and submitting that to CABON instead of an SSN. Isn't that illegal?

That is not the way to do things, if CA wanted someone to just be able to use the ITIN#, then they would not require the SSN# for licensure. Going for the ITIN# can actually cause one issue with immigration if they ever get that far unless they have real reason that they needed to get the ITIN#. Needing it to get the CA license is not going to make things look good for the applicant. There are way too many applicants for a limited number of visas, so anything that can get someone denial and it will happen.
There is going to be a five year wait plus for a visa, so not sure what else that this agency is offering. They cannot get one a visa any quicker, but if they do dumb things, it can cause the nurse that they petition to automatically get denied.
Anytime that I seen unethical things being offered it makes my skin begin to crawl.
