visascreen first or application by endorsment to another state?

I'm a California nclex passer. I have more than 2 years left before my file gets destroed. Ím about to process my visascreen. with the issue of caliufornia destroing our file within 3 years if ssn is not submitted, i'm planning to apply to new york. Which must I process first - the visascreen or my intent to transfer to another state?

NY is going to take 8 months or so to get the CVS completed. It is not the VSC that you need to have done, but the CVS which is specific for NY.

Please be aware that we have not seen any hospitals from NY petitioning in some time, and even more so since the retrogression. You may wish to consider another state that will issue a license for you.
