I would like anyone "who has gone to packet 3 stage" to comment on this one:
Do you need to submit the visa screen certificate at NVC for review or documentation of your case when you submit the DS230 forms? I recall that I read a post here that the new procedures for reviewing documents are with the NVC (not with the U.S. Embassy) including the submission of the Visa Screen Certificate at Packet 3 stage before issuing the PACKET 4.

The visa screen ceritificate is not needed in the submission of the packet 3 to NVC. You only need that during the interview.
In the instructions contained in Packet 3, there is no mention of submitting the visa screen other than the birth and marriage certificates, NBI clearance/police certificate and photocopy of passport.
But there is no harm if you include the visa screen certificate when you submit the ds-230 forms to NVC. I did that with mine.

yup, i agree with rep. it wasn't stated as a requirement.
but missus submitted hers as well, but packet 4 is delayed as it is already :) (approaching the 9th week since NVC approval).

Well, it took me eleven weeks from the date it was received at the NVC.
I think by February you will have an appointment.

Yeah I called NVC and inquired about this matter. As what Nurse Dep said the most important thing is that you are classified as EX CATEGORY.

is it nbi and police clearance or nbi or police clearance?
police clearance for abroad here in the province cost way too much than getting an nbi (which cost 100 pesos)...and waiting time for police clearance would take 1-2 days depending upon the availability of the official who will sign..

nbi clearance would do. police clearance would only be needed if you have lived for more than six months outside your home country.

my wife and i will be getting police clearance to be on the safe side.

Only NBI Clearance, I never been out of the country. You need to present a police certificate/clearance from a country that you stayed more than 6 months. "police clearnce/certificate" is a generic term for our NBI Clearnce.

i did submit though...
police clearance valid for abroad cost php150/person...and to expedite the process, my hubby gave php 50 to the person in charge...and we got it after 30 minutes..
