VA nurse appeal process

What is the appeal process if I don't agree with what the NPSB chose for me in terms of grade and step. If I appeal it , then does it go back to them? or to someone else?

Do you mean as a new hire or as a proficiency rating? As a new hire you can't appeal it's take it or leave it, as a current employee your manager can help you start the appeal process, second consideration goes back to the board. Third consideration goes to the visn I believe.
