VA 10-2850a form question

Hello,

I'm applying for the VA position and filling out 10-2850a form. there is a section where it says "have you ever filed application for appointment with VA."

Does this mean if I ever applied for any position with VA? While I was in nursing school, I once applied for the VA VALOR program which I didn't get. So then, should I say yes or no?
