University of Wisconsin- Madison for RN to BSN??

Has anyone completed the RN to BSN program through UW-Madison? Would you recommend it?

I have heard great things about UW Madison and contacted admissions for information. I was told that the online RN to BSN program is only for residents of Wisconsin (I'm in Illinois).... Looking for a program, too. Any suggestions are welcome! Thanks and good luck!
