UC Davis New Grad

I was interviewed by UC Davis and the next day HR sent me an email requesting 5 references. What does this mean? I have not received any offer yet. Someone from UC San Diego mentioned for her the HR told her that she is the top 3 candidate. But she also said each unit is different. Does any got this email and was not hired? Any information is helpful.

Generally speaking, HR departments do not invest the time and effort to check a candidate's references unless they are seriously considering extending an employment offer in the near future.
