Hi!
As of right now, I'm currently working in the ER as a new grad with 3 months of experience, however, I'm interested in working in L&D.
I was thinking about applying for L&D nursing jobs after I have at least 9 months of experience in ER. After getting 9 months of experience of L&D, I would like to do travel nursing in an L&D setting.
In total, I will have 18 months of experience in total of ER/L&D experience when I am ready to apply for my first travel nursing assignment.
My goal is to do travel nursing with the least yet decent amount of experience in order to be successful.
Does this sound like a good idea? If not - what are your recommendations?
Will I qualify for travel L&D jobs with the experience that I have in ER/L&D with just 18 months of experience?

You need 2 years of specialty experience to be competent and safe for contract work. It also takes about that long for you to develop the judgement and wisdom to know that is true. That said, hospitals can be desperate enough for L&D nurses to hire you with 9 months of experience.
I'm surprised that your hospital hasn't bound you for two plus years in the ED, or why on earth they would allow you to do L&D without a similar contract. Or perhaps you just didn't pay attention to what you signed when they hired you? Even teaching hospitals want some return on their investment.
Harsh, I know.
