Transferred RN from Iowa to Texas, and it has been an ordeal d/t a 11yr old DUI

I've transferred my RN license from Iowa to Texas, and it has been beyond frustrating. About 11-12 years ago I went through a very dark time in my life, as a result I have a few things on my criminal history, DUI, disorderly conduct, and aiding and abetting. I've worked hard to get my life together, I'm a good person who made a few mistakes. I had no trouble getting a license in Iowa. Getting it transferred to Texas has been a royal pain. I've jumped through hoops, and it took 18mo for them to issue me a temporary liciense with restrictions, so getting a job has been difficult, I'm still looking. I feel the state of Texas has single handlely ruined my liscinse. I'm not sure why they feel the need to punish me for things that happened 12 years ago! Are other states like this? I know Iowa isn't. Is Florida this way? And who is willing to hire an rn with stipulations? I'm about an hr north of houston, and need a job desperately.
