Transcripts sent before Application Form

Hi!

I would like to ask what happens if the transcripts were passed by the school to the BON before an applicant passes the Application Form for the NCLEX?

The reason why the application form was sent later was because my friend wanted the BON to receive the Application Form at least a week before the school passes it, so the documents will be received all at once or at least close to the dates.

And he thought the school would pass the transcripts after 3 months as he was told.

But then it was sent earlier.
