Hi! I'm planning to take the nclex of new york state, just wondering if one of the requirements to take the nclex is that you need to pass the licensure board from the Philippines first to be eligible to take the nclex exam?

NCLEX exam is a national exam, and it is not state specific. It is not required that you write the NLE exam to get licensed in the US, however, if you have written it, then you must provider proof of passing that exam. You also must get a CVS completed by CGFNS and the average wait time for that is about eight months.
The NCLEX exam and its results are valid for all fifty states as well as US territories.
Highly recommend that you read the Primer at the top of this forum for information that you need to have.

Not sure if you are understanding what I posted. If you did not actually write the NLE, then there is no issue and you can proceed as per the instructions. However, if you wrote that exam and did not pass it, then you will have issues and also not be able to get a Visa Screen Certificate that is required for immigration to get a green card.
