Suggestions Needed from Unionized Nurses

I'm looking for suggestions to take to a meeting re: a "fair" way to call staff off if not needed due to census. If anyone has any suggestions, please email me. I manage a 57 bed med/surg unit that includes a nursery. I have to have one nursery trained nurse available 24/7. I'm curious as to what others do when census is low and there has to be a reduction in nursing hours. Thanks for listening and any help would be very appreciated!:)
