steps in recruiting

We established a company here in the States to recruit nurses in the Philippines and we have a countepart in the Philippinnes but we do not know how to go about it. We tried to talk to a lawyer but they said it would be difficult since they get nurses from Mexico. Hope you could give us some information. Thank you.
