Starting first-aid education business in Africa, can I give AHA or ARC certificates?

I'm a U.S. citizen but I did my nursing studies abroad. I'm planning on starting a first aid/CPR/aed training business in the country I'm living in North Africa. I thought that it would look good if I could offer red cross certs but it seems like I need to be located in the U.S. to give U.S. based certs. It would be nice to get certed by a U.S. based provider so I could do it in English.

Does anyone know if I can be affiliated with a U.S. based provider and give certificates to Non-U.S. citizens overseas? Any other ideas?
