1st come, 1st served admission?

Okay, I just got my application in to the LPN program here. They had stopped taking apps for a long time because the waiting list was ridiculously long. This morning they opened again for apps at 7:30 am. I knew there would be a line, but the first person in line got there at 11:30pm last night and slept there. I was there at 6:15 this morning and was 8th in line. There are only 3 or 4 openings for the May evening class and about the same number still open in both October classes. I really wanted to start in May, but will gladly accept October. I just don't really think their admission process is fair. If you have either tested or already have an associates degree, fill out your app, have high school and college transcripts, and pay the app fee, you get in. 2 of the people in front of me didn't want the evening class and said they will wait until October. 1 girl didn't have her high school diploma or transcipt so her application is not considered complete and will be bumped down the line until she turns that in, so that puts me ahead of her.

Does anybody else have programs like that? I like the program there because it's self-paced and I've been told I could probably do it in 7 months and it's right around the corner from my house. But, I started looking at other options today anyway, just in case. The only other option (that's affordable!) looks like one that is 45 minutes away, which I was trying to stay away from.
