What do you call a graduate Nurse who has not taken boards? a nurse? just not licensed yet?.... hmm...

To echo what many have said....it's the same in Canada. There are certain acts designated to nursing that you must be licensed (registered) to perform, OR supervised by a licensed nurse. They are quite clear about this. You cannot claim to be a registered nurse, nurse, or licensed nurse until you have been registered.
So, for example, because you obtained a BSN, should the BON decide to withhold your license, you cannot call yourself a nurse. You have a BSN. This is where many people fail to understand...you finish the program, but you must be approved by the BON to carry the title. A BSN or PN program alone equals an interesting expensive degree. Nothing more.
