Seeking input: The best Tablet or 2in1 Laptop for the "rough stuff"

Trying to bring a ER/Trauma center into the 21st century. 
Requirements: 

-Durable: Can stand up to modern cleaning/wipe down products. Can be dropped/thrown small distances without catastrophic failure. A robust docking solution, the docking on the device and on the tablet/laptop needs not to be fragile/wear out quickly.
 

-Speed/reliability: Needs to be Windows based software and capable of running a modern EHR such as Cerner/Epic. Needs to not have to be constant rebooting because of freezing. 

-Smart card compatible: Must be able to utilize a inserted smart card login ( not tap to log in)  It can either be integrated into the device or added as a "non-clunky" peripheral.
