Saipan Nclex

I'm from california. Planning to take nclex in Saipan or guam. Do i need to be in Saipan to be able to take the exam? Do I need to be licensed from other country or state to be eligible in taking Nclex in Saipan? Is Us territory rn license can be endorsed in us state? Somebody help me pls. Thank you.
