Hi, there, yes, sorry to hear about your plight, it is sad and disappointing. I'm not sure what you mean about taking the "review back in phils"? If you mean the NCLEX review, you can do that here in the States via online or in a classroom setting.

If you mean to re-take the classes back in the phils, then wait till this newly formed information about the PH schools getting together an "approved courses AND approved colleges" are put together to meet the concurrency deficiencies, but for the time being, don't put too much faith that it will be approved by the CA BRN, as it's too early to tell if the PH board and all the deans there know what they are doing.

As evidenced by reducing the cases from 5-5-5 to 3-3-3, still failed to meet the CA BRN minimum standards, as I don't know how they will meet the concurrency, as it will mean delaying the already current PH students to the bottom of the list to make room for those previous grads who need to make the deficiencies by moving them all to the top, a definite movement that will surely get the enrolled upper grads flying around like angry bees that just had their hives turned upside down.

When you say "where" to take the Nclex and without to pass any of the required English proficiency exam, do you mean to find a state to do so and then try to endorse back into CA? If so, any out of state license does not mean an automatic transfer of that license back into CA without having to resubmit the same college transcripts that once was already denied, as they will not grant the endorsement since the transcripts will not meet the requirements again.

Your one option is to find a CA public college/school that's almost impossible to get enrolled in, plus if you are looking into any of the private CA schools, it's going to be pricey from several thousand to in the ten's of thousand per class.

The other option is to become an LVN, by taking that exam, pass, get a job working at least one year and try to find a LVN-RN program, not an easy thing to do either with very stiff competition from local students and the need to pass the various testing exams before they will accept the application.

Or the last only option for now is to up-root to an out of state place and plan to raise your kids there till they reach college age, the only caution is that who knows by then if the CA BRN will still have the concurrency enforcement in the process after a decade and a half or more, until one complies with the retaking of those deficient courses.

What I meant from the above is to enroll in a CA school to take the deficiency courses as required by the CA BRN.
