RVU’s

Hi all- I am an outpatient nurse practitioner and get an RVU bonus at my job. I just found out that the hospital I work for is paying my bonus for July 2021-June 2022 based on 2019 RVU values (I.e. 1.5 RVU’s for a 99214 office visit). Is this legal?? Has this happened to anyone else?
