Yes, you can apply without work experience. Your first step is to apply to National Nursing Assessment Service (nnas.ca) to have your education assessed for equivalency to Canadian PN education. The assessment can take 5-12 months before you are issued an advisory report. After you have your advisory report, if you are planning to live in Ontario, you apply to the College of Nurses of Ontario (CNO.org) . Look at the application instructions on both websites for full information. Note that CNO requires proof of recent practice within 3 years, if you do not work, your proof of recent practice will run out 3 years from the date you graduated from nursing school.
Are you currently living in Canada? If not, try to gain work experience first before you try to immigrate to Canada. Check the Canadian immigration and citizenship for immigration requirements.
You can use the search engine in the top right hand corner to find other threads regarding NNAS experience, CNO registration requirements, Canadian immigration etc.
