RN by endorsement questions

I'm a new RN in Ohio but needs to transfer to Washington because of my husband's job. I'm an internationally educated nurse. I do not know where to start and how to get started in getting endorsed. Does anyone knows here the steps and what are the requirements?

Moreover, how long will the endorsement take? While waiting can I just apply for a nurse job in Washington or wait? When it comes to applying as a nurse in hospitals, how long will it take for you to start working?
