Different schools, courses, and instructors have different expectations for such an assignment. If you are not as to what your assignment actually entails, then you will have to talk with your instructor to get that clarified for yourself.
If you don't understand the content of the class that you are taking, you should also probably discuss that with your instructor and ask her to guide you towards some resources that can help you better the material she is trying to teach.
We'd be happy to help you think through some of your ideas for a proposal and/or answer a few basic questions about proposals in general. But you always have to keep in mind that we are just a bunch of strangers on the Internet who might have opinions about research that are NOT the same as those of your instructor. It will be up to you to take any of our comments and adapt them to the expectations of the particular class you are taking.

I'm also in the same situation I've started a course looking for a research question on patient safety, using one of JACHO's NPSGs don't know whether to go towards quantitative or qualitative method.

The qualitative or quantitative will depend on your research question - somethings lend themselves better to different methods. For example - testing if a med works is better done by a randomised trial (quantitative) but finding out how patients feel about their care, or how they have experienced situations is better done with qualitative focus groups or questionnaires or interviews. Perhaps you could all post about a topic that interests you and we could then help you think about what you want to research, and the best way to go about it?

I've never heard that term before - could you explain it and tell me what about it you want to research? The research question you see is the all important thing. Start with the question you want to answer and working from there will help you work out exactly what your methodology should be...

I have an assignment that is due very soon. It is a research proposal and I am supposed to either do it using qualitative or quantitative research method. To be honest I am not really sure what I am supposed to be doing. If anyone has a clue please help.
