Question on License in New State

Hi all, I have a question I'm asking for a friend. (Well, kind of- she says I'm wrong, and I'm curious if I am)

This friend has had two DUI's since obtaining her nursing license. I believe the second one was a felony DUI. She has never reported any of these to the board, and when she fills out her referral paperwork, she answers no to the crime/arrest/etc questions.

She got a pardon for her DUI's and was just informed; this will take 4-8 weeks to take affect. She wants to start applying for licensure in other states; I told her to wait until she is sure the pardon has gone through, since the DUI's will show up on her background checks, and she will risk BON finding out/facing discipline/facing monitoring.

 

Am I right? And how did the board never find out about someone getting 2 DUI's?
