If I didnt submit a Letter of Recommendation, that means I'm automatically denied? I got accepted to TWU but wondering before I submit the formal acceptance.

Generally they would automatically deny. If you completed all your forms Dr. Smith should have sent an email saying your application was complete at the time you submitted it.
