What you seem to be describing is a person that is in a manic state, which occurs in people that have bipolar disorder (there are also different types of bipolar). However, with that said, it could also be related to a number of other things.
could it be dissociation ?? depersonalisation(sp)?

let this be a guide:

question number one:
how old is this person?
male/female?
question number two:
depending upon the age, substance/alcohol abuse?
question number three:
hx of head trauma or injury (ie car accident, work injury, fall)
question number four:
any other physical health problems?
question number five:
prior history of racing thoughts or first episode?
question number six:
any other symptoms?
question number seven:
have other family members experienced similar symptoms/have psychiatric illnesses themselves?

if there is concern for this person, encourage he/she to be evaluated by the nearest mental health care professional.
the peace of mind is priceless.
female, 38 and no headtrauma, family history or physical illness. Just wonder if that would be anxiety/hypomania or what the medicalterm for that would be?
Possible causes:
Anxiety or anxiety disorder, yes
Bipolar disorder, yes
If any substance abuse, yes
medication induced, yes
Or just plain stress, yes
