Prof stalling master's project!!!NP student needs help!!

Hello I am nearing completing of my program, (one course to go) and I selected a school that has a project to complete before graduation. I am in the second, last semester of that project course and my prof is sending every long paper back to me getting me behind and causing so much stress that it is interfering with my other course. I am a very good student and put a lot into my work but this is stalling me and she will not grade any of my papers submitted. I am running out of time to complete this and she could very easily not pass me so I fail the entire program. It is only Pass Fail and all work has been done! I am so sorry I selected a school that still plays games rather than pull the student up. It seems that way anyway. I have an advisor, but she refers me back to whoever happens to be the prof at that time, so she will be no help. I do not know what to do as this prof is second in command at the school. I am at her mercy I think and it has nothing to so with the quality of my work. I need your help. What do I do? Thanks
