being proactive can come as in appropriate to some manager

So, i applied for a nursing position about a month ago and was told by the nurse recruiter that my resume had been forwarded to the unit manager. Since it had been >2 weeks post that conversation, i thought it was okay for me to f/u with the manager on the unit directly. At my current facility, that is the process. Once HR sends it up, you have to wait to hear from the manager . I called up the unit and was put on line w/ the manager. I would have been okay even leaving a voice mail but there he was. when i described the purpose of my call, he got very upset and in that tone deemed my call inappropriate saying he does not talk to applicants directly. "this is not how we work things here and you should wait for the recruiter" etc. Here I was just trying to be proactive on my application and getting this in response was definitely hurtful both emotionally and to my job prospect.

lesson of the day: Always ask the recruiter if the next step is to wait to hear from the recruiter directly/ manager.
