I want to apply for any kind of financial aid though I doubt I qualiify because I am pursing a second Bachelor's degree (BSN). Therefore, I'm wondering: Do private scholarships require that I fill out the FAFSA forms (in NY)? I know that's primarily for government aid. Would I need to do that for student loans as well?

I don't think you need to apply for fin aid if applying for a private scholarship, unless the scholarship specifies it. Same for a private loan, unless they specify it. For gov't aid, yes.
Even though you have a bachelors, you should still fill out the FA form. I did and I have a Bach degree. My school just awarded me with a small scholarship, that is renewable as long as I keep my GPA above 3.0. I may not have gotten that scholarship had I not filled out the form.
