PRC Registration Schedule

I found the schedule in PRC site for registration but it says "For Manila and Pampanga passers only."

What does that mean? I took my NLE in Baguio. I plan to register in Manila for my license. But I'm confused when to go to PRC. Should I follow this schedule also?
