I went to school near Harrisburg and I live south of Hartford now so I might be able to give you an idea of which place has more to offer. Personally, I would choose Connecticut for a few reasons. Harrisburg is barely a city, it's really just one street with a number of bars, and while Hartford isn't the greatest city in the world there is certainly more to do there. One favorable quality of Pa is that the cost of living is much cheaper than Ct. Gas, groceries, housing are all much less expensive than Ct. However, wages are lower in Pennslyvania and pretty decent in Ct so it probably evens out. The main reason why I would choose ct is because of the surrounding areas. I live near the mouth of the Ct river (about 30 min. south of Hartford) and it is beautiful here. While the landscape of Pa is beautiful too, I prefer New England charm to vast open space. Towns are more spread apart in that area of pa and the closest thing to a good city is phili or pittsburg which are both hours away.
I don't want to sound to negative about Pa, but I do prefer Ct. Hope this helps.

I believe there is a large Caribbean population in Hartford.
