I think most colleges accept unoffical transcripts for the time being but eventually, you'll have to send in an official copy before they make the decision.

Schools may review unofficial transcripts when reviewing files. But no school will allow someone to enroll who has not submitted official transcripts.

In my 25 years working in higher education, I have seen two primary reasons why a student will not submit an official transcript. One is that they still own money to their college -- I would not want to enroll anyone who does not pay their bills. The second reason is that a student may be on probation or some other infraction that prevents an official transcript from being sent. Again, I do not want to enroll anyone who is not in good standing at their former school.

Well, there could be other reasons. For example, my school charges me $10 per official transcript release. If I apply to 10 schools, it'll be $100. As a student without any outside financial support, it's hard for me to spend $100 a month on transcripts when I'm already living off of mac n cheese. I can afford $100 over longer period of time (e.g. two months) but until then, I have to submit unofficial copy until I have enough money to order the official one.
