PICC line pain 1 week post removal

I have a friend that is another state and has had a PICC line for home antibiotic treatment post surgery. The line was removed and now she has slight swelling, pain and redness(warm to touch too) distal to the actual insertion site. This would be between the elbow and the insertion site. She has had a history of blood clots in the past with a DVT post appendectomy at 18 YO. (17 years ago) Any ideas on what this could be from? By the way she had the line for 2 weeks and had it removed 7 days ago.

She needs to contact her healthcare provider.
