85% for a passing grade!!

Hi...my school had set a 85% passing grade for level 3... I got 84 and will have to do a retake test and some remedials. I just want to find out who mandates the passing grade? is it the board? I heard when the school has a low passing rate for NCLEX (which my school fall under) they are asked to raise their passing grade.I feel bad really especially that the school is holding us for this.

But thank you also Strabismuse for the clarification as I do understand your wanting to keep that withheld. Hope all is going well for you & don't stress too much...
