offered conditional admission but still waiting for admission to their bsn programs

So I've been offered conditional admission to both csueb (hayward) and csu sacramento. The deadline to sign the intent to enroll is May 1st. But! I wont hear from sac until the end of April (tentative), and I wont hear until the end of May from EB.

I like Sac state's nclex pass rates better than EB's, but I live in the bay area so it would be more convenient to not have to move and just commute to EB/Hayward.

My nursing pre-req gpa is a 4.0, and I got a 90% on the teas test.

Is it worth taking the risk and signing the intent to enroll for EB before I know if I'm in the program? Does anyone know if EB has a good program, even with their pass rates being in the 80% range?

On a separate note: I have been offered admission to both the nursing program and the university in general at CSU Long Beach. Im just really waiting on EB and Sac because they're so much more closer. So this is my back-up school.
