Nurse Professional Standards Board (NPSB)

I have an tentative job offer with the local VA as a nurse practitioner. I have been asked to submit a form addressing the 4 Dimensions of nursing covering 9 criteria for evaluation by the Nurse Professional Standards Board. The Nurse recruiter said that my MSN with 9 years of NP experience may not be enough to reach RN III. I don't understand this. I received my BSN 12/97 and MSN NP 12/2004. Can anyone guide me?
