It is unlikely that you will achieve your goal in Houston. The hospitals that have NICU (I am assuming you are referring to neo-natal & not Neuro, right?) are highly sought-after tertiary facilities that are deluged with applicants, and NICUs usually have very little turnover. The only route into one of those facilities for any new grad is via an internship - and those slots are usually filled with folks who did their clinical rotations in the facility.

Your immigration status is also going to cause problems. Since hospitals have so many well-qualified applicants to consider, they are not usually open to hiring anyone that comes with any extra baggage. I would suggest you focus your efforts on the community-based hospitals rather than the med center. You may also want to go ahead and get your NRP certification if possible - it would show potential employers how serious you are.

Good luck.

If you could do it, work in San Antonio. The Neonatal ICU's are busy here.
