New Jersey LPN - opening my own not home health care

I wanted to know if IN NJ if I wanted to open a staffing agency specifically staffing cna's, lpn's and rn's to facilities only - no home care - do I still need an RN on staff? If I do, what exactly will the RN have to do? Could the RN be contracted on a case by case basis?
