New grad RN looking for jobs in NYC

Hi everyone, I recently just graduated with a BSN in Nevada and am waiting for my ATT from New York State to take the NCLEX because I want to move to NYC. Should I start applying for jobs now or after I pass the NCLEX and have my license? I heard that the ATT takes 4 weeks and NYC hospitals won't even review your application if you are not licensed (from reddit posts). Any advice for me??
