Congrats on almost being done!

I started applying right after I graduated from my program but it took 2 WHOLE MONTHS to get my ATT for the NCLEX. (I live in California). In that time, I interviewed at two hospitals, both of which said to come back when I had my license, but they couldn't technically hold a position for me. I actually got more interviews once I had my license.

So to answer your question, as graduation gets closer, look into hospitals in your area and investigate whether they'll hire you with the condition of passing your NCLEX. And even if they won't hire you, it's never too early to make connections.

I did not apply until I had my license in my hand BUT, I know others applied during our last 4 weeks of school and landed jobs! I am a first things first person and many jobs would require that you had your RN license within 45 days of accepting a position and I wanted to be darn sure I did not have to re-take my NCLEX and lose that job opportunity! :) I would not discourage you to wait though! It truly is a personal opinion/path!
